Position: Site Operations Manager

The Role
The Site Operations Manager is responsible for the management of all daily operational site activities undertaken by the site HSE, Production, Quality Control and Quality Assurance, Maintenance, Purchasing and Logistics departments. Key objectives include the continuous improvement of the site HSE performance, Quality performance, efficiency and financial performance, customer operational satisfaction and escalation of any operational issues. The role also requires the development and implementation of project execution plans including resource ramp up and ramp down planning; capex forecasting and planning; utilization of SMS programs and the accurate and timely feedback of plant performance and capabilities to the commercial team for project pursuit purposes. This role has a matrix reporting line to the CEO (Daglig Leder) and will have senior oversight and input to annual site sales of over $10million and multiple plants within the site.
Role and responsibilities will include, but may not be limited to the following:
Leadership and Supervision;
- Set direction for the Department / Production Leads to create the department’s culture
- Establish a trusting relationship with the workforce.
- Number supervised directly: 10 to 15. Number supervised Indirectly through Supervisors: 150 to 240.
- Direct Reports include; Maintenance Manager, Production Supervisors, Quality Control/ Assurance, HSE Manager and Project Managers. Dotted line management of Functional Departments
- Remain visible and involved in all phases of operations whilst upholding an open-door policy.
- Regular shop floor walks to gauge the health of the Site’s engagement and promote the employee’s involvement.
- Develop competent, well-functioning, aligned and energised Site operations teams with clear accountabilities, responsibilities, targets and development plans.
- Provide guidance on site priorities on a daily basis.
- Conduct 1-2-1s with direct reports
- Motivate and coach employees
- Regular meetings and individual counsel as needed. Formal annual reviews through success factors.
- Communicate site performance metrics vs expectations to the Management Team on a regular basis.
Health, Safety and Environment;
- Ensure compliance of all site operations to the Norway Health & Safety legislation and to the HSE Management System.
- Model positive HSE behaviour to develop the HSE culture. Make sure that all Employees are aware of their responsibilities and that everyone follows and promotes the Safety Policy.
- Identify hazards by conducting inspections and ASAs on a regular basis.
- Ensure compliance with training requirements for all Employees.
- Ensure all Tasks are covered by RAs and SOPs / Procedures identifying the key HSE / Quality risks and Controls.
- Responsible for the implementation, maintenance and improvement of Level 2 HSE Standards.
- Uphold the integrity of reporting all incidents, ensuring the timely completion of incident investigations and closure of Corrective & Preventative Actions within the time limit.
- Lead an Incident & Injury Free culture through participation in the Safety Leadership Team, the CLT and by providing adequate training and communication of safety issues to all Site Employees.
Quality and Operations;
- Ensure compliance to the Quality Management System.
- Model positive Quality behaviour to develop the Quality culture. Make sure that all Employees are aware of their responsibilities and that everyone follows and promotes the Quality Policy.
- Overall responsibility to deliver product to Customer Specification / Control Plan & GPMS requirements, on-time and within budget.
- Responsible for overall implementation of the Management System and use of Continuous Improvement tools to enhance: Production Preparation, Production Execution and Production Review & Improvement.
- Implement / comply with the Global Product and Manufacturing Specifications.
Scheduling;
- Ensure regular and public communication of the production schedule and manage operations, within financial targets to meet customer agreed schedule
Human Resources;
- Conduct all HR activities in line with Norwegian national employment laws and Code of Conduct and in close consultation with Site HR Lead.
- Use Success Factors to align divisional objectives with site objectives.
- Participate in Talent Management through use of performance appraisals, regular 1-2-1s with direct reports, and Personal Development Plans.
- Foster and maintain a culture of teamwork, positive improvement, active leadership, integrity and open communication.
- Develop succession plan for key operational positions.
Finance, Purchasing and Inventory;
- Monitor plant operating cost regularly (recommended minimum: weekly) and report progress to Regional Management and Daglig Leder.
- Review, control and approval of all Purchase Request.
- Responsible for timely and accurate review of month-end P&L and Forecast statements to Regional Management.
- Responsible for budgetary planning in yearly Business Planning cycle.
Commercial;
- Assist commercial in bid reviews and feedback demonstrated performance to bid teams to improve standard accuracy.
- Assist Business planning.
- Responsible for the accurate and timely feedback of plant performance and capabilities to the commercial team, on which future projects are tendered.
Scope of Authority:
Authority for;
- HSE, Quality, coating, maintenance, and customer service problems.
- Resource requirements.
- Major personnel issues with senior team members.
- Large potential financial impacts.
- Potential major client issues and customer complaints.
- All HIPO, LWC, MTC and RWC incidents
Decision Maker for;
- All HSE and Quality concerns
- All major maintenance concerns.
- Analysing unfavourable trends identified in the DMP and the monthly operating review and recommend solutions to the problem.
- All decisions concerning customer service.
- Recommendations concerning capital budget and site/plant improvements.
- Predicting forecast – maintain rolling sock and plant equipment.
- Budget preparation and capex planning.
- Project bidding and strategy development.
- Key personnel selection and employment, position description preparation, negotiation.
- Staff and personnel reductions and selection.
- Determine the shift patterns to ensure production schedule is met.
Knowledge, experience and attributes required:
- 10+ years of industrial engineering knowledge and aptitude ideally with experience in similar business and knowledge of sector specific products and processes
- Bachelor’s degree and above in scientific / engineering studies is required with business management certification / further leadership certification desirable
- Strong leadership and management skills in team building and people management with the ability to lead by example – specific leadership metrics (Situational Leadership II, LEADS Behaviours).
- Managerial skills to manage multiple/ parallel activities from tender phase to project close-out
- In-depth knowledge and understanding of specific regional plant capabilities and international standards
- Knowledge of Client’s HSE Management system & Quality Management system
- Ability to communicate at all levels and present comfortably in public.
- Ability to analyse basic Financial Reports (P&L, Balance Sheet, Cash Flow).
- Contract management.
- Understand the philosophy of Incident & Injury Free (IIF).
- Analytical and problem-solving skills (e.g. 5-Whys, A3 Problem Solving).
